Overview

Havering is an outer London borough located on London’s eastern border with Essex. At 26%, it has the 5th lowest child poverty rate in London. In common with many other outer London boroughs, very few people are recorded as sleeping rough in Havering, with just 71 known to outreach workers in the borough in 2019/20 compared to over 2,750 in Westminster, a borough with a similar population of around a quarter of a million. 

Fewer 19 year olds in Havering have Level 3 qualifications (the equivalent of A-levels) than any other borough in London. 44% of 19 year olds do not have Level 3 qualifications in Havering, significantly more than in the capital as a whole (31%).
